American Recovery and Reinvestment Act

The American Recovery and Reinvestment Act of 2009 (ARRA) infused almost $100 billion in new funds into federal education programs — nearly two times the overall funding for the entire annual federal education budget.

The official Pre-AP® program of the College Board, SpringBoard, meets several of the key goals set forth under ARRA, including:

  • Introducing rigorous standards
  • Using formative and interim assessments to track student progress
  • Embedding professional development to ensure that teachers are equipped to meet the needs of differentiated learners and low-performing students

School Improvement Grants

Enable schools to implement significant reforms to increase academic achievement at chronically low-performing schools.

SpringBoard provides the framework and support for students at chronically low-performing schools to build the skills and understanding they need for success in AP® courses and college-level work without remediation.

Title I Grants

Increase academic support and learning opportunities that help low-achieving students master challenging curricula and meet state standards in core academic subjects.

Pre-AP professional development and curricula are specifically identified in the guidance issued by the Department of Education as key opportunities for schools to use Title I funds to engage students in high-level learning and provide educators with professional development. SpringBoard professional development meets these guidelines.

State Competitive Grants

Advanced Placement Incentive Program™ (APIP)

Purpose: The APIP grant provides funding to eligible entities to enable them to increase the participation of low-income students in both Pre-AP® and AP courses and tests. Grants support the development, enhancement or expansion of AP courses, including pre-AP courses aligned with AP courses in mathematics, science, English and other subject areas. Permissible activities include professional development for teachers, curriculum development, purchase of books and supplies, and activities directly related to expanding access to and participation in AP courses and tests for low-income students.

GEAR UP — Gaining Early Awareness and Readiness for Undergraduate Programs

Purpose: The GEAR UP program is a discretionary five-year grant program, administered by the U.S. Department of Education, to increase the number of low-income students who are prepared to enter and succeed in postsecondary education. The program awards partnerships that serve cohorts of students from seventh grade through high school.

Smaller Learning Communities (SLC)

Purpose: The Smaller Learning Communities program supports the development of small, safe and successful learning environments in large high schools. The goal is to ensure that all students graduate with the knowledge and skills necessary to make successful transitions to college and careers.

Federal Entitlement Funding

The U.S. Department of Education website contains detailed information on the following funding sources.

Title I, Part A — Improving Basic Programs

Purpose: Title I, Part A, is intended to help ensure that all children have the opportunity to obtain a high-quality education and reach proficiency on challenging state academic standards and assessments.

Title II, Part A — Teacher and Principal Training

Purpose: Title II, Part A, is intended to raise the academic achievement of all students by helping schools and school districts improve teacher and principal quality and ensure that all teachers are highly qualified.

Title V, Part A — Innovative Programs

Purpose: The Innovative Programs support state and local efforts to implement promising education reform programs, provide a continuing source of innovation and educational improvement, help meet the educational needs of at-risk and high-need students, and support programs to improve school, student and teacher performance.

Private Funding

Private and corporate foundations are nonprofit organizations with specific funding goals. Most private and corporate foundations award funds within a particular state or geographic region.

The Foundation Center provides a comprehensive database of private foundations on the Web. In addition to this site, the Foundation Center operates five libraries where visitors will find foundation annual reports, periodicals in the field of philanthropy and books about foundations and fundraising. To find out more about private funding in your area, please consult the Foundation Center Libraries. If you are not near one of the Foundation Center Libraries, you can access information from one of the Foundation Center's Cooperating Collections. These collections are free funding information centers in libraries, community foundations and nonprofit resource centers that provide a core collection of Foundation Center publications and a variety of materials and services.
